This past Monday President Obama unveiled his [fiscal year] 2012 budget submission. In his proposed $3.7 trillion spending plan the president seeks to trim or eliminate 200 federal programs, pledging $1.1 trillion in deficit savings over the next decade. The proposed reductions, which average just over $100 billion each year, will disproportionately impact already cash-strapped social programs.

Understanding that the president's submission is the first salvo in a long budget battle many are asking why start with such steep cuts to much needed social programs. Why start the negotiation process with programs that represent such a small fraction of the federal budget and will disproportionately impact African-Americans?
These proposed cuts come less than two months after the president signed tax cuts for the wealthiest Americans into law, increasing the deficit by $858 billion dollars. According to David Bradley, director of the National Community Action Foundation, "Once the Obama administration throws a poverty program in the water, it starts a feeding frenzy...the White House has thrown chum into the waters swirling around the budget-cut debate" setting the stage for Republicans to propose even deeper cuts to the same programs.
A few examples of the programs that are on the chopping block:
1. The president proposes to cut roughly 50 percent or $2.5 billion from the Low Income Home Energy Assistance Program. The National Energy Assistance Directors' Association director Mark Wolfe said the administration's proposal would cut off 3.5 million households.
2. $405 million from community service block grants and $300 million of Community Development Block Grant dollars.
3. According to the Huffington Post, The Food Research and Action Center estimated that a family of four will receive $59 less per month starting in November 2013 as a result of the $2.2-billion budget cut in the food-stamp program.
4. The president is planning on slashing billions in education over the next decade saving the government over $60 billion in next decade -- interest on graduate school loans will begin building up while students are still in school under Obama's new plan. Currently, interest does not begin compiling until after students graduate.
Rep. Emanuel Cleaver (D-MO) and Chairman of the Congressional Black Caucus released a statement that says in part, "Rebuilding our economy on the backs of the most vulnerable Americans is something that I simply can not accept. For example, the President's recommendations to slash Community Development Block Grant (CDBG) funding that ensures economic growth in our communities is troubling. Moreover, the recommendations to consolidate programs in the Department of Education that overwhelmingly support the educational development of our children, and to freeze salaries of federal workers who in many instances-in communities of color-are disproportionately the primary bread winners in their homes is equally problematic."
Why are African-American interests such an easy target for budget cuts? One reason is a failure to develop what Dr. Martin Luther King, Jr. called permanent units of political power. King once said "the civil rights movement will have to engage in the task of organizing people into permanent groups to protect their own interests and produce change in their behalf."

In my own personal opinion Blacks are the target because Mr. President knows that most of us "silenced'our voices and put blinders on after he bacame President. Our so called Black leaders have never criticized or asked the hard questions, and it seems that regardless of what is definitely in sotr for us as a result of our passiveness, most of us are still blaming Bush and accepting the rhetoric that everyone who disagrees with any policies of this Administration are either "racists", "Tea Party Memebrs", or Republicans.
I have yet to read an article from the student newspaper of any HBCU that addresses the proposal to cut Pell Grants as well as limit them to &5500.00 without any availability for summer courses.
Nor has there been any concern as to why Mr. President watered down the past Initiatives for Historical Black Colleges and Universities by stripping its funding with flowery language.
So "why" are Blacks [and low income people] being targeted?? (1) Because we are not going to speak up or out; (2) Because we are not an informed people and we like third hand information; (3) we are still HOPING that things will CHANGE and we don't recognize a scam.

EB - You are one of the very few black people who can admit Obama isn't living up to their idealized vision of him as president. I admire you for realizing that Bush, the Tea Party, and the Republicans have erroneously been blamed for our current problems when, in actuality, our entire government is to blame. I'm white, a Republican, and a member of the Tea Party and I can say wholeheartedly that I'm not a racist and I have the same concerns that you do. I had cancer last year and Social Security disability is currently my only source of income. The reason I belong to the San Diego chapter of the Tea Party is because I truly believe in their ideology of government reform: (1) reduce taxes (2) reduce government spending (3) Go through every single department of the White House to reign in entitlements and find ways to run each department more efficiently.
The folks in Washington don't want to admit that a large part of our deficit is caused by their salary increases (which they vote on for themselves) and the generous pensions they receive after leaving office. If people really knew the amount of entitlement spending done by our congressmen, senators, and every other member of the White House, they would realize that this is why we are in so much debt. Nancy Pelosi alone costs the taxpayers more than $600,000 a year for an office she rarely uses.
Our government wants us to pay for their reckless spending and once we realize that our conflict shouldn't be against each other, it should be taxpayers as a whole against the government, I think that we'll be able to initiate a reform that our government just doesn't seem capable of handling.

It's not just blacks being targeted it's primarily middle class america that's being targeted. If you think these cuts are severe wait until the republican reveals their cuts.
We need to keep in mind that this country is technically broke and so are many states. Like it or not spending needs to reduced. To keep it fair cuts should be across the board which includes defense, foreign aid and medicaid /medicare. If spending is not brought under control then the U.S. will be facing hyperinflation which is bad for everyone. Then we would see protests like we're seeing in Wisconsin, Eypgt, Tunsia, Yemen and Librya. This budget thing is serious.

My thoughts on the budget cuts are if we are so far behind other countries in math, science and eduation overall why is that "TOPS" on the budget cuts? Are the Washington insiders cutting their medical benfits or salary?

I am happy to know that someone other than me are watching the Presidents blatant racial discrimination toward African Americans. Obama was not Elected he was Selected to carry out the dirty work of the high money rollers of course you know who they are. Blacks need to stand together and speak in one voice and I don't mean the voice of Sharpton, Jackson or Moriel they are sellouts to the black community they are in it for what they can get out of it. We have been thrown under the bus by all the whites, blacks and latinos. We stand idle by and allow this bigotry to continue just like the prison and judicial system that is just another form of slavery. Obama is just another slave for the white man but he don't know it yet. As a race if we don't stand together we will surely all perish in a short time under the rule of our own black dictators who are the human sheild for the white man. Obama selected people in his cabinet for one specific reason That is to carry out another facet of the white mans orders which is to destroy all traces of blackness in this country. Obama will be surprised when he finds himself on the same plantation with the rest of the black folks. Just look at the Black caucus they all voted for the dream act to help who? Illegal aliens not one black person have they fought for. But they wanted to please Obama now look at how he slaps them in the face. bennie - I think you missed the whole point of EB's comment. You continue to blame the "white man" for your problems and even go as far as to suggest that President Obama is doing the white man's dirty work. It seems people like you want to continue the racial divide when, in fact, most white people don't care what the color of ones skin is. When I see comments like yours it always makes me wonder 'exactly who is the racist here?'
